Calling all writers

All the work is done on the first image for the new Texas Tall Tales feature which debuts this Sunday and now it's your turn. I encourage all writers to pick up their pens, pull out their keyboards or dust off their Smith-Coronas and write a story that matches the image I've provided.
I'm looking for the best written, most imaginative story out there that gives a creative explanation to the questions this image might pose.
Here's a few questions to get your creative juices flowing:
Why is the Victoria County Courthouse and jail on a steamboat?
There is a statue in the painting, who is it and does it have any bearing on the story?
Does the time on the clock mean something?
What does the expression on the woman in the bottom right-hand corner mean?
How many birds are in the sky?
So come on, daylight's burnin'. Best entry gets published in next month's installment and also gets a framed copy of the painting.
