I began submitting posts on this website in defense of Charlie Jaynes because he was being attacked from all sides. I am not speaking for Dr. Jaynes....just giving my own views.

 Mrs. Keeling has commercials on the air that are not true.  His wife, kids, grandkids, the drill team, anyone who is affiliated with the drill team has suffered attacks.  His motives for running for the school board have been under scrutiny since he began his campaign.  All while this is going on, Charlie Jaynes has complimented Tami Keeling, Bob Moore, the VISD Board and... continued to STAND STRONG IN HIS CAMPAIGN EFFORTS...Wanting to make a difference in VISD. 

I wanted Ms. Keeling to admit that she was wrong when she put a commercial on public TV that "CHARLIE JAYNES CAN ONLY VOTE ON 20% OF THE BUDGET".  That is not a true statement.  She has called it a "MISIMPRESSION".  For me, that is close enough to saying "I was wrong".  And it bothers/angers  me when a "reputable" person tries to win at any cost.... LET'S JUST PLAY FAIR.....

Each district has a policy committee to review policies. These policies are put before the board members twice---in a first and second reading before they are sent to TASB to become a policy in the district. Policies are written to take the guesswork out of the action of district employees and/ or boardmembers. It is the rule book. Charlie Jaynes has always followed the rules and will continue to do so. The "ethics" in the situation should have been discussed in the Policy Committee meeting, then again when it was placed on the board agenda for the first and second reading. When a proposed policy is added to "local school district policy", it has been discussed,  viewed and reviewed multiple times so that a layperson/a teacher, a parent.... does not have to guess upon a course of action to take....much like the "Student Code of Conduct" and the "VISD Employee Handbook".   When boardmembers begin to discount their own policies in the interest of "ethics" I can assure you that parents, students, and teachers will follow suit and apply the "ethics" clause to their situation as well. If board members did not like the policy, they should have sent it back to the policy committee for review.

There is no silver lining here. Policy is black and white....no guessing, no ethics...just the law in VISD. All Board Members and member candidates need to be well-versed in their policy.  I can assure you the Charlie Jaynes is so that he can represent everyone in VISD equally, consistently, and respectfully.

Keeling admits misleading the public in a cleverly worded statement. I hope the general public can see through these tactics. Will you be removing your commercials from the air because it is not true that Dr. Jaynes cannot vote on VISD's compensation package? Are you familiar with "Election Fraud"? I really don't think "MISIMPRESSION" is the appropriate word to use!!!

 I understand salary makes up 80% of most school's budget, but it's still 3 votes out of 111... if "Tami's  version" of VISD's policy is true.  Are the other 108 votes trivial? What about the Bond Issue...Can Dr. Jaynes vote on that? Can he vote on Discipline Policies, Truancy Policies, Advanced Academics, the Gifted and Talented Program that is being implemented on every campus at the elementary level? These are all issues that are important to a school district along with teacher compensation packages, voted on once each year. 

Can a candidate seeking a seat on the board vote in VISD? I thought only elected board members were able to vote on school district issues?  Does Tami Keeling understand VISD's policies?  I don't think so!!!   Does VISD have a separate nepotism policy for "elected board members".  If so, please reference it for me. If the district does not have a separate policy on Nepotism, then a board member does not have to recuse him/herself from voting on a class or category of employees.  As long as Dr. Jaynes' wife and son in law are not singled out, he can vote on salaries and compensation packages according to VISD's policy BBB (Legal).

If Tami is so qualified for this seat on the school board, why doesn't she run her campaign based on her qualifications alone? Is she not confident in her abilities so much so that she must mislead the public and diminish the qualifications of her opponent. "Don't blow out another's candle to make your's shine brighter". These are simple words that mean a lot. Do they mean anything to Mrs. Keeling???
