Tami Keeling Misleads Public
I understand salary makes up 80% of most school's budget, but it's still 3 votes out of 111... if "Tami's  version" of VISD's policy is true.  Are the other 108 votes trivial? What about the Bond Issue...Can Dr. Jaynes vote on that? Can he vote on Discipline Policies, Truancy Policies, Advanced Academics, the Gifted and Talented Program that is being implemented on every campus at the elementary level? These are all issues that are important to a school district along with teacher compensation packages, voted on once each year.

Can a candidate seeking a seat on the board vote in VISD? I thought only elected board members were able to vote on school district issues?  Does Tami Keeling understand VISD's policies?  I don't think so!!!   Does VISD have a separate nepotism policy for "elected board members".  If so, please reference it for me. If the district does not have a separate policy on Nepotism, then a board member does not have to recuse him/herself from voting on a class or category of employees.  As long as Dr. Jaynes' wife and son in law are not singled out, he can vote on salaries and compensation packages according to VISD's policy BBB (Legal).

If Tami is so qualified for this seat on the school board, why doesn't she run her campaign based on her qualifications alone? Is she not confident in her abilities so much so that she must mislead the public and diminish the qualifications of her opponent. "Don't blow out another's candle to make your's shine brighter". These are simple words that mean a lot. Do they mean anything to Mrs. Keeling???

Flier:

I want to correct any misimpression about the ability of my opponent, Dr. Jaynes, to – if elected – vote on matters involving salaries and benefits for district employees on account of the fact that his wife and son-in-law are employees of the district.

Since I have been on the board (and for longer than that), it has been the practice of members of the VISD board who have relatives working for the district to abstain from voting on salaries or benefits for the class of employees to which the board member’s relative belongs.  This practice has been observed faithfully during my time on the board by Dr. De Los Santos, whose husband is a district employee.

State law does not require abstention in those circumstances. However, a board member in this position must decide whether or not he or she is comfortable voting on public funds that will end up in their joint checking account.

Personally, I am proud that the VISD board has chosen to adhere to a higher ethical standard than the minimum requirements of state law, and I applaud Dr. De Los Santos and others who have seen the value of making sure that their actions are above any question of impropriety in this regard.  I think our practice is the correct and ethical path to take, and in my opinion it should continue to be observed.

Thank you for your question,
Tami Keeling

VISD does say in the policies on their website that the Nepotism rules for employees also pertain to Board Members.  Go and read please

Warmore.  Thank you for your questions.

The other 108 votes are not trivial, they just represent 20% of the budget--my point is that I can represent the voters on 100% of their tax dollars. I think that it is an issue in this campaign.

Yes we have a separate nepotism policy for "elected board members"  it is BBFB(LEGAL).

I believe that I am running on my qualifications including prior service on the board, during which time we hired Mr. Bob Moore and passed a historic bond.    It is not diminishing Dr. Jaynes to point out that he has a conflict.  He is a nice guy and a good doctor--actually, he is my doctor.

I am very confident of my qualifications to continue to serve on the school board and am proud of the job that I have done over the past three years.  I started a blog, Tami Keeling for School Board,  to give the public an opportunity to get to know me and ask questions if they so desired.  I am a big believer in transparency in government and honest, open communication.

Thank you for your comment.
