Seems like some of you may not have kids and if you do they must be Perfect!!! I can't believe how cold hearted some of you can be when it comes to a child or anyone having a phobia.......It's nothing to laugh about and those of you that are parents and say this child should just get over it need to take a few parenting classes!!!!!!!!!!!.

mytocentsworth, I am sorry you don't agree. All I can tell you is this unless you have walked my shoes you then would know.I can tell you that my son has had a intervention plan in place for the last 4 years and It was a doctors order! the intervention plan was not played out. I can sit here try to explain in details of all that has taken place with VISD. And last I knew I paid taxes too. And, I do know that my child deserves an education. And if i can give you more details email me and I am sure in the end you would agree! but then you may be one of those I am having problems with.

This isn't about a child being afraid of thunderstorms.... he has a phobia about them... phobia's are can be very serious, and especially so in the eyes of a child... but it goes beyond that: The child has been going to the SAME school for more than 5 years. In the past, there was a plan of action if the weather got bad... in this plan, the teacher was supposed to reassure the young man and keep him calm. This plan has been in effect and had worked in the past. For some reason, back in september, when Victoria was hit by several days of bad weather, the teacher failed to put the contingency plan into action. This young man felt terrified and betrayed and he did not feel safe. I know Mrs. Walentovic, and she did everything in her power to get her son to go back to school! She was even willing to sit in the classroom with her son so he would feel safe... THE PRINCIPAL REFUSED TO ALLOW THIS!
I'm curious, twocents, it's NOT okay for this young man to receive homebound services because he has a very real psychological issue, but it IS okay for the little jr. hi and high school girls who are pregnant to get homebound services.... hmmmmmmmmm ? Interesting.

Twocentsworth, Unless you have expereienced a phobia, you would not know how dibilitating it can be. And remember, this is a LITTLE CHILD we are talking about. The fear is REAL.
Yes, special education funding only goes so far but this child has the RIGHT to a FREE and APPROPRIATE Education (FAPE) under Federal Law. Maybe, just maybe, ADVOCACY INC. (an advocacy agency that represents the legal rights of the handicapped) needs to look into the needs of this child if VISD drops the ball.

Lets see if I've got this right: The kid is scared of thunderstorms, so we are supposed to spend taxpayer money to send teachers out to his home where he can be safe with his 'mommy'?
Then we complain, and put it in the paper as 'news' when the instruction received from the teacher is not good enough, and we don't get enough 'face time' for the parent?
Here's the deal - special education funding only goes so far, and there are a lot of students with problems worse than thunderstorm boogey-man syndrome.
Deal with it. Get the kid back in school.

First and foremost, I mean no disrespect. Mam if you are a stay at home mom, have you ever considered home schooling? My daughter attends private school (where you pay for education) and I still find myself teaching and providing a lot of educational guidance. Sometimes not everything is handed to us. Many times as parents we have to go above and beyond. If your child is not receiving the education you feel is necessary..go elsewhere, or take the bull by the horns and handle it yourself. In the long run sitting around waiting for something to happen will not help your son, and yes he will get further behind. Stepping up to the plate is a small price to pay. It beats sitting around waiting and playing the blame game.

today's events: homebound teacher arrives for my son's session. She arrived 15 minutes early and seemed to be in an overly friendly mood. Just a few short minutes into the session, my doorbell rings and there stands Gayla Capers stating that she is here to observe homebound teacher. I was flabbergasted and unsure of what to do, but was not given a choice in the matter. Ms Capers sits and immediately begins writing. My son, who doesn't know Ms Capers, was nervous and extremely uncomfortable. I am not a stupid person. Ms Capers was here to observe my son! The entire time she was here, she took notes on every thing my son was doing! I was appalled and absolutely furious with this. After the session, in front of my son, Ms Capers stated that she hoped Thomas would get the help he needs tomorrow. My son has been upset as it is with the school's failure to do the right thing, and for her to discuss him, in his presence as if he were unimportant is plain wrong. I feel that no matter what the psycharitrist recommends tomorrow, Thomas will not continue to receive services through the Home Bound program, as Ms Capers and the rest of the "committe" have already made up their minds about Thomas and myself! Ms Capers was out of line in coming to my home without prior notification, and for discussing this matter in front of my son. I was additionally dismayed when Ms Capers and homebound teacher stood outside my home for a good 10 minutes further discussing the matter! How dare they!

Diane Boyett says quote:Students are not dropped from the services or admitted back to school early if the student demand increases. That is not true you had a student last year that was dismissed back to school due to priority and the home bound teacher having an over load on students. You may want to call Gayla Capers and talk it over and start asking questions. You are being misinformed. Or maybe its the famous 'MISCOMMUNICATION' pharse.

Mrs. Walentovic and her son were very brave coming forward, and I applaud this courage! More parents need to know that this school system is failing our children on many levels. Parents that complain, or demand answers are labeled as "trouble", "overbearing", and lord knows what else they say about us...Us because I've complained as well and got NO WHERE! And yes, I've been told, this is a direct quote: " A physcians' note/recommendation does NOT supercede District Policy". The school doesn't care about the physcial/psychological/emotional needs of our children. The only thing they care about is getting those federal funds for every desk that is filled and every passing grade on the TAKS.
Having said that, I'll apologize in advance to those teachers and principals who, though few and far between, actually do care and go out of their way to help the parents and students.
Mrs. Walentovic and son, my thoughts are with you both!

coco, to answer your question the group consisted of Gayla Capers,Selina Reyna, Jane Meyers the nurse, Mrs. Hulefield the school counselor, Brenda Rushuphut the home bound teacher, and his teacher Mrs. Meador. And yes they apparently can over rule the Physician. And I must tell you his intervention plan has been in place since K-grade and is a doctors order. So when the intervention was not followed through the physician had concerns to why it was not followed. I went to Administration about it and what I was told their would be an internal investigation that started on Sept 18 and I sit here today Oct 30 with no answers. I know that this will cause problems for me in the school district but I hope by me coming forward I may get the answers I have been looking for.

RE: "Although the state says you can ask for a physician's statement, it's only to be considered; it's not the sole determining factor," Capers said. "It's the committee's decision as who is to be served and how long the services are to last as long is there is a minimum of four weeks."
My question to Ms. Capers is, WHO comprises the committee AND are they more knowledgable than a physician when it comes to inderstanding a medical or pyschiatric need? Is there a different committee for different medical senerios?
Where there persons with expertese in this child's particular psychological condition, Astraphobia?
Unless one has expereienced a phobia, you would not know how dibilitating it can be. And remember, this is a little child we are talking about. The fear is REAL.
I doubt that there is a school based committee that has either a Psychiatrist nor a MD on it. Please clue me in.
Why did it take VISD so long to provide the homebound service? AND, if the district hires more teachers, NONE will be for homebound students? Four hours a week?!
